The Henry D. Moore Parish House and Library was built to serve as both a public library and a community center. As such, the building has a number of rooms that are available for both one time and recurring uses by local individuals or groups.

If you are interested in scheduling use of the building, first read the use policy below, then check the community center calendar to see what days and times are currently available (though remember that more than one use can be scheduled for the same time in different rooms), and finally contact the building-use Scheduler, Jeanne, at 546-7301 during library hours or via email at hdmoorelibrary@gmail.com to finalize the arrangement. Some use requests may need to be presented to the full board prior to approval.

Building Use Policy

Subject to the following requirements, fees, restrictions, and the discretion of the Parish House Board, the community rooms of the Henry D. Moore Parish House and Library are made available as a public service to those who desire a place to hold public or private events.

Requirements
1. All use organizers (hereafter simply referred to as users) must first schedule their use with the Parish House Board. A member of the Parish House Board shall be given the role of Community Center Scheduler and that individual shall, at their discretion, have the authority to grant use privileges according to this policy to those requesting what he/she feels to be a noncontroversial use of the facility, without consulting the rest of the Board.
2. All uses must have a single person who has accepted the responsibility of being the contact person and who agrees to ensure
   a. that the use conforms to all of the Parish House guidelines outlined herein and in other applicable policy,
   b. that no damage is done to the facilities,
   c. that the facilities are left in an acceptable state following the use as defined by the user checklist,
   d. that the user checklist is completed and returned to the scheduler,
   e. that the building key, if one is issued, is kept safe,
   f. that the key is returned to the Parish House Board member in charge of scheduling once the use is complete, and
   g. that payment of the key deposit and all use fees are made in a timely manner.
3. For long-term and multiple session users, a $20 key deposit is required. This deposit will be refunded upon return of the key. If a key is lost, a $5 replacement fee will be charged. One-time uses will not be issued a key, but rather will have the facility opened and closed for them by the Scheduler or a Board Member.
4. At the completion of the use, the completed user checklist shall be returned (along with the key if one what given out, and then the key deposit shall be refunded).
5. For multiple session uses (e.g., 5-week classes), basic use fee payments for all sessions shall be made up front at the time of key pick up.
6. For ongoing uses, quarterly payments of the basic use fee shall be given to the Scheduler by the first of April, July, October, and January to cover all the uses scheduled for the upcoming quarter.

User Fees – assessed per room per use.
Basic fees — charged for all uses
1. Public use (events, classes, workshops, etc. open to anyone who wishes to attend as well as all uses by publicly supported nonprofit organizations whose mission benefits the general public)
  A. Stage room and adjacent rooms (original main floor of the Parish House)
     a. Base rental (up to 2 hrs.): $15.00
     b. Half day (up to 4 hrs.): $25.00
     c. Full day: $40.00
  B. Holland Room, Basement level Room, or Library space (such as Ladies Parlor; only available during regular library hours with consent of librarian)
     a. Base rental (up to 2 hrs.): $10.00
     b. Half day (up to 4 hrs.): $15.00
     c. Full day: $20.00
2. Private use (events or classes not offered to the general public such as birthday parties, funeral services, meetings, etc.)
  A. Stage room and adjacent rooms (original main floor of the Parish House)
     a. Base rental (up to 2 hrs.): $25.00
     b. Half day (up to 4 hrs.): $40.00
     c. Full day: $75.00
  B. Holland Room, Basement level Room, or Library space (such as Ladies Parlor; only available during regular library hours with consent of librarian)
     a. Base rental (up to 2 hrs.): $15.00
     b. Half day (up to 4 hrs.): $25.00
     c. Full day: $40.00

User Fee Notes:
  1. User Fees may be waived or reduced for unusual circumstances at the discretion of the Board.
  2. The User Fee may be discounted for long term rental agreements at the discretion of the Board.
  3. The Ladies Parlor can be used Fee free for small group meetings if it is not scheduled or previously occupied (during regular library hours).

Restrictions
1. There shall be no alcohol consumption allowed on the premises (either within the building or on the grounds), with the exception, subject to the Board’s consent, of use for ceremonial purposes.
2. There shall be no smoking allowed anywhere on the premises (either within the building or on the grounds).
3. There shall be no open flames (including candles) allowed anywhere on the premises.
4. Uses which foster or encourage violence, hatred, or discrimination will not be allowed.
5. Uses which restrict participation based upon race, creed, gender, sexual orientation, or religious beliefs shall not be allowed.
6. There shall be no gambling allowed on the premises.
7. Under no circumstances may a Key to the Parish House be duplicated by anyone other than a Parish House Boardmember.
8. No pets or other animals shall be allowed in the building, with the exception of certified service animals such as seeing eye dogs, without the express prior approval by the Parish House Board.

Board Discretion
In addition, at its discretion and for whatever reason, the Board of the Henry D. Moore Parish House and Library reserves the right to restrict or limit use of the building if it feels it is in the best interest of the facilities or the community.
